The General Manager Digital Banking Business will serve as the founding executive responsible for the end-to-end establishment of a new digital banking operation in Vientiane, Laos. Reporting directly to the Executive Chairman and senior leadership, this individual will lead all aspects of the setup - from regulatory licensing and corporate strategy through to technology, operations, and product - with no existing team in place. The role demands a self-sufficient, entrepreneurial leader with a strong banking background and direct exposure to digital banking initiatives

Job Responsibilities

  • Lead the full end-to-end setup of a digital banking operation from inception, covering licensing, regulatory engagement, corporate structure, technology infrastructure, operations, compliance, and product development
  • Develop and execute the corporate and business strategy for the digital bank, including market positioning, business model design, and go-to-market planning
  • Engage with the Bank of the Lao PDR and relevant regulatory bodies to manage the licensing process and ensure ongoing regulatory compliance
  • Define and establish internal frameworks, governance policies, and operational processes aligned with banking regulations and international best practices
  • Oversee the selection, negotiation, and management of technology vendors, core banking platform providers, and strategic partners
  • Build and present regular strategic updates and progress reports directly to the Executive Chairman and board-level leadership
  • Represent the organization externally with government bodies, partners, investors, and other key stakeholders
  • Design the future organizational structure and play an active role in talent planning and hiring as the business scales


Job Requirements

  • Experiences in banking or financial services, with demonstrated exposure to or direct involvement in digital banking, digital transformation, or fintech
  • Experience at a senior management in corporate strategy, sales, digital banking department
  • Strong knowledge of banking operations, regulatory frameworks, financial products, and risk management in digital banking
  • Proven ability to operate in greenfield, startup, or ambiguous environments with a high degree of independence
  • Entrepreneurial mindset with the ability to think strategically and execute operationally without the support of an established team
  • Excellent stakeholder management and communication skills, with the ability to engage confidently at Chairman and board level
  • Open to all nationalities; willingness and ability to relocate to Vientiane, Laos PDR is mandatory
