HR Manager (Manufacturing)


Executive recruitment company Monroe Consulting Group Indonesia is recruiting on behalf of a newly established manufacturing company. As the organization prepares for its commercial operations and rapid workforce expansion, our client is seeking an experienced HR Manager to establish and lead the entire HR function from the ground up. The position is based in Subang, West Java.

Key job responsibilities include:

  • Develop and execute workforce planning and recruitment strategies to support business growth and operational readiness.
  • Lead end-to-end recruitment processes, including sourcing, interviewing, offer management, and onboarding across production, technical, and corporate functions.
  • Establish HR policies, SOPs, employee handbook, and HR governance aligned with Indonesian labor regulations.
  • Build and manage HR administration processes, including employee records, attendance, leave management, and HR documentation.
  • Design compensation and benefits structures, salary grading, and HR frameworks that are competitive and compliant with market practices.
  • Oversee payroll administration, BPJS registration, PPh21 compliance, and employee-related HR operations.
  • Ensure compliance with Indonesian labor laws, company regulations, and statutory reporting requirements.
  • Manage employee relations matters and serve as the primary HR partner for employees and business leaders.
  • Collaborate with cross-functional teams to support General Affairs and employee facilities management.
  • Drive the development of a scalable HR infrastructure to support future organizational growth.


Job Requirements:

  • Bachelor's degree in Human Resources, Psychology, Law, or a related discipline.
  • Minimum 7-10 years of HR experience, including at least 4 years in a managerial or standalone HR role.
  • Previous experience within a manufacturing environment is highly preferred, particularly in industries with large operational workforces.
  • Proven track record in high-volume recruitment and workforce planning within manufacturing operations.
  • Experience establishing HR functions, policies, and processes in a startup, greenfield, or newly established business will be a strong advantage.
  • Strong knowledge of Indonesian labor law, BPJS administration, payroll, and PPh21 regulations.
  • Hands-on, self-driven professional with the ability to build HR functions independently from the ground up.
  • Excellent project management, organizational, and stakeholder management skills.
  • Proficient in Microsoft Office and HRIS platforms.
  • Fluent in English; Mandarin proficiency will be considered an advantage.
  • Willing to be based full-time in Subang, West Java.
