The IT & Systems Manager oversees the reliability, security, and integration of digital systems supporting current operations, ensuring readiness for future business expansion (including dialysis and healthcare trading). You will manage network infrastructure, ensure data privacy compliance (RA 10173), and partner with third-party vendors and functional leaders to execute system strategies across all sites.

Key Responsibilities
System Implementation & Network Operations
- Maintain system uptime, performance, security, and data integrity across all operational sites.
- Design and maintain network infrastructure, including internet connectivity, local networks, servers, and cloud environments.
- Support implementation and operation of core systems (EMR/HIS, HRIS, ERP, procurement, and analytics platforms) based on cross-functional requirements.
- Prepare IT infrastructure to onboard new systems, upgrades, and SaaS integrations.
- Develop backup systems, basic disaster recovery planning, and business continuity protocols.
Compliance, Security & Integrations
- Oversee Data Privacy Act (RA 10173) compliance, user access controls, audit trails, and incident response management.
- Lead cybersecurity controls and staff awareness initiatives for secure system usage.
- Manage technical integration for regulatory eClaims (e.g., PhilHealth) for accurate digital submissions.
- Coordinate system integrations and data flows between clinical, financial, operational, and reporting platforms.
- Support equipment and machine data connectivity requirements for clinical teams.
Vendor Management & Reporting
- Manage IT vendors, SaaS providers, and system integrators, including SLAs, contracts, and issue escalation.
- Support dashboard and reporting tool development by ensuring seamless data availability and connectivity.
- Identify automation opportunities for manual or paper-based processes in collaboration with business teams.
- Prepare IT performance, risk, and incident reports for executive leadership.

Key Qualifications
- Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field (Master's degree is a plus).
- 10+ years in IT operations, systems integration, or healthcare systems. Multi-site deployment experience is preferred.
- API integrations, cloud infrastructure management, database tools, cybersecurity fundamentals, and big data synchronization.
- RA 10173 compliance, ITIL foundations, or relevant cloud/infrastructure certifications.
