Mega Solar Development Manager

Executive recruitment firm Monroe Consulting Group Philippines is recruiting on behalf of a well-established Philippine renewable energy company specializing in solar power generation, Engineering, Procurement, and Construction (EPC), as well as solar systems integration. The company is recognized as one of the leading solar energy providers in the Philippines, known for delivering high-performance solar installations across commercial, industrial, and utility-scale projects. Our client is currently seeking a highly experienced Mega Solar Development Manager with 5 to 10 years of proven experience in Project Development within the renewable energy sector. The ideal candidate should have strong expertise in handling utility-scale solar projects of 50MW and above, with comprehensive exposure to the entire project development lifecycle - from land acquisition, permitting, licensing, feasibility studies, financing, and stakeholder management through project turnover and operations. The position is based in Taguig.

Job Summary
The Mega Solar Development Manager will be responsible for leading and delivering the end-to-end development of utility-scale solar PV projects. This includes overseeing all phases of project development - from planning and permitting to construction, commissioning, and turnover to operations. The role requires strong leadership in regulatory compliance, technical coordination, commercial evaluation, and stakeholder engagement to ensure projects are executed safely, efficiently, on schedule, and within budget.

Key Responsibilities

Project Development and Planning

  • Develop strategic project plans and execute initiatives to identify, evaluate, and secure utility-scale solar project opportunities
  • Lead overall project development activities including site selection, feasibility studies, permitting strategies, financing structures, partnership development, Power Purchase Agreements (PPAs), and interconnection agreements
  • Ensure all project milestones and deliverables are aligned with business objectives and regulatory requirements

Communication and Stakeholder Management

  • Effectively communicate project goals, timelines, risks, and progress updates to internal and external stakeholders
  • Represent the company in discussions and negotiations with government agencies, utility companies, investors, local authorities, landowners, EPC contractors, and community stakeholders
  • Build strong relationships to secure project support, maintain compliance, and facilitate smooth project execution

Project Execution and Delivery
Site Selection and Land Acquisition

  • Identify, assess, and secure suitable sites for utility-scale solar developments
  • Negotiate land lease or acquisition agreements with landowners
  • Foster long-term partnerships with local communities and government units to support project acceptance

Permitting and Regulatory Compliance

  • Manage and secure all required permits, licenses, and regulatory approvals
  • Coordinate environmental impact assessments and ensure compliance with zoning regulations and grid requirements
  • Monitor policy and regulatory developments affecting renewable energy projects and proactively adapt strategies
  • Resolve permitting issues and mitigate project risks to maintain timelines

Feasibility Studies and Project Packaging

  • Lead the preparation of technical and financial feasibility studies, project proposals, and risk assessments
  • Develop procurement strategies for EPC contractors, consultants, and equipment suppliers
  • Support project financing activities including due diligence coordination with investors and financial institutions
  • Collaborate with legal teams in drafting and reviewing contracts and project documentation

Grid Interconnection and Technical Coordination

  • Manage utility interconnection applications and coordinate grid studies and agreements
  • Work closely with engineering teams on project design, technical evaluations, and due diligence activities

Stakeholder and Community Engagement

  • Maintain strong relationships with local communities, regulatory agencies, and stakeholders
  • Address concerns, manage conflicts, and ensure positive public perception throughout project implementation

Financial and Commercial Management

  • Support commercial negotiations including PPAs and financing agreements
  • Coordinate with banks, investors, and regulatory bodies to secure project funding and maintain compliance with financing obligations

Internal Coordination and Reporting

  • Drive cross-functional collaboration among EPC, Legal, Finance, Engineering, and Operations teams
  • Ensure seamless transition from development to construction and operational turnover
  • Prepare and present regular project progress reports and management updates

Risk Management and Problem Resolution

  • Identify project risks, development bottlenecks, and operational challenges
  • Implement corrective actions and strategic solutions to maintain project objectives and timelines

Leadership and People Management

  • Align team objectives and activities with organizational goals and strategic direction
  • Establish performance metrics and accountability measures to drive operational excellence
  • Mentor and develop team members to enhance productivity, collaboration, and professional growth


Key Requirements

  • Bachelor's degree in engineering, Business, Renewable Energy, or related field
  • 5 to 10 years of solid experience in renewable energy project development, preferably in utility-scale solar projects
  • Proven track record in handling solar projects of 50MW and above
  • Extensive knowledge of the full project development cycle including land acquisition, permitting, regulatory compliance, financing, and project execution
  • Strong understanding of solar PV systems, EPC processes, grid interconnection, and energy regulations
  • Excellent stakeholder management, negotiation, and leadership skills
  • Strong analytical, commercial, and strategic planning capabilities
  • Experience working with government agencies, utility companies, investors, and local communities
  • Willing to work in BGC, Taguig City
