Executive recruitment company Monroe Consulting Group Philippines is recruiting on behalf of a well-established organization that provides micro-finance services to underprivileged entrepreneurs. They are looking for an experienced Training and Development Professional who is also well-versed in People Management. The job is based in Cebu City, Philippines.

Job summary:

The Member Empowerment Services Head ("MESH") shall be reviewing, monitoring, and tracking progress of the implementation of the (a) client training and development projects and initiatives as well as that of the (b) District Community Organizers' activities primarily the client education and learning programs and incubator services assigned to him/her and shall provide support in the team.

The MESH leads the analysis of the client learning and development journey framework in view of customer's journey to determine whether they provide members with the competencies, skills, knowledge and/or technology needed to build up the members' business confidence.

He/She shall be responsible for the preparation and submission of reportorial documents and updates of every project and/or initiative of the two sub-units and as mandated by the RMF's Management Team.

He/she shall be responsible to develop and strengthen local partnerships at the LGU level as well as network with Academe in order to add value to the implementation of the Client Enterprise Development Activities assigned in his/her district.

He/She shall provide guidance and supervision to the Client and Development Sub-unit as well as the District Community Organizers (DCOs) sub-unit.

Key job responsibilities include:

Learning and Development:

  • Updates and enhances the learning and development framework of the member
  • Crafts guidelines and standard operating procedures for conducting member empowerment-related activities
  • Leads in the creation of learning strategies and program interventions including the review of the design and delivery of such courses, workshops and other client L&D
  • Provide oversight on the assessment and evaluation of the competency gaps and member development needs
  • Evaluate individual and collective member development needs
  • Assess the success of development plans and help members make the most of learning opportunities
  • Facilitates bridging of top-level stakeholder outputs to ensure completion of product business cases
  • Presents and vets all required reports to and with stakeholders
  • Manages the implementation of the approved product projects including cascading to implementers, system integration, finalization of stakeholder agreements, etc.
  • Monitors weekly product performance under stability period.
  • Conducts troubleshooting with implementers necessary in the smooth implementation of products
  • Empowered as a Product SME; leads in the conversations and orientations as requested or required by cross-functional units



Client Services:

  • Sets the strategic directions and plans for the achievement of the DCO activities
  • Leads DCO over-all operations in the implementation of CED strategies and initiatives.
  • Sets direction and provides guidance to direct reports and the team in their respective roles and functions.
  • Leads the team in the operational planning (manpower, resources, equipment, communications, systems) and its implementation.
  • Ensures attainment of DCO team's direction, goals, targets and objectives by reviewing, updating, and monitoring program operations and administrative concerns.
  • Develops and promotes DCO, its components, programs, and services as well as development initiatives to RAFI's internal and external clients and partners.
  • Oversees and monitors the effective implementation of the various programs across the district level and in a participatory manner across the members and the communities the non-financial services such as:
  • Client Development Services: raising awareness among clients of their basic business or (personal) situation to prevent over-indebtedness or harmful situations and allow them to be able to realize their abilities and manage themselves - whether collectively as a community or individually. Kumustahan sessions, Client Advisory Board organizing and strengthening, and facilitation of the Foundational Client Capacity Building Trainings are some of the programs under this umbrella. Specifically:
  • For CCB: branch/client communication and orientation, module distribution, and evaluation/assessment data gathering;
  • For Learning Hub (LH)-orientation during client onboarding program to help increase membership.
  • For CAB, facilitates the organizing of center leaders in order to capacitate
  • them to become active leaders of the community
  • Entrepreneurship Development Services: provide opportunities for the participation of the members, their families and the communities they are a part of build sustainable starter enterprises or improve the sustainability of their existing micro-enterprises and livelihood through entrepreneurship education and training sustainable livelihood trainings (SLTP) and skill development programs Specifically,
  • for Sustainable Livelihood Training Program (SLTP): branch orientation, selection of participants, courtesy call with LGUs, communication and maintain good relations with partners, training venue selection and logistics preparation, and assist training facilitator during face-to-face training and evaluation/assessment
  • For scholarship, grants, awards and livelihood kit provisioning: identification of potential beneficiaries-donations and training needs evaluation and field validation
  • Business Development Services: supporting existing micro and small entrepreneurs improve their operations with services ranging from mentoring/handholding to market linkages. This is manifested through a facilitated community organizing approach (Clustering for Livelihood). Specifically,
  • Clustering for Livelihood Program (CLP): assist CBS for the branch communication and orientation, selection of participants, courtesy call with LGUs, communication and maintain good relations with partners, training venue selection and logistics preparation, and assist training facilitator during face-to-face training.
  • Market Linkages: assist PML in identifying potential partners, communication, and coordination as well as in identifying potential buyers of RAFI MFI Clients in TNN and CLP products.


Leadership and oversight:

  • Administers efficient working of cross-functional team and maintain interpersonal relations.
  • Works with CED/BDS team and other strategic internal partners to facilitate the financial sustainability of MES:
  • Ensures that financial and manpower resources, systems, and mechanisms are in place to facilitate program sustainability.
  • Identifies strategic sources and approaches and ensures that the team works towards MES' sustainability.
  • Leads, manages, and develops each member of the MES team into effective, disciplined, highly trained and high performing professional in the field of District Community Organizing, grounded on the core values of the foundation.
  • Synergizes and collaborates with other CED/BDS teams in the other focus areas to achieve the foundation's mission and vision.
  • Carries out Human Resources functions such as, but not limited to the following:
  • Works with Human Capital Department to ensure the department meets it staffing needs, as well as organizational and team competencies.
  • Develop and assess people relative to having the right jobs to achieve operational and organizational policies.
  • Develop and maintain a pipeline/ stream of the right people for succession and supporting goals and strategies.
  • Lead the cascading and answer queries of team members for CED/BDS initiatives and projects.
  • Manage the seamless transfer of anchored products from sustainability to Business-as- Usual
  • Accountable for maintaining the high standard of member empowerment throughout the unit
  • Responsible for ensuring the maintenance of highly engaged cross functional relationships across teams
  • Provides assistance and support to activities of team members, as well as other sub- unit teams, if necessary
  • Ensures that agreed targets of member empowerment activities are done and on a timely manner through, but not limited to, reviewing the work breakdown structure and communicating amber flags to the Business Development Head, etc.
  • Develop concrete plans of actions or catch-up plans in case of delay in activity implementation
  • Oversees the annual review of the manuals, framework and templates and ensure that the library is secure, complete and updated
  • Identifies key procedures and policies to be complied by the members of the department
  • Conducts regular monitoring of team members compliance to the company policies and procedures as stated in the Employee Code of Conduct
  • Conduct assessment and designs the structure of the department as well as the definition of line of reporting, duties, and responsibilities, etc.
  • Develop the competency framework of the unit and conducts regular review to ensure that competencies remain up-to-date and relevant to the work
  • Work closely with the Human Capital Department for learning development activities that are relevant for staff
  • Coordinate closely with the Human Capital department throughout the hiring process and provides guidance on the job requirements, scope, assessment and conducts personal interviews with potential candidates
  • Monitor each of the team members' performance on a regular basis and conduct Performance Appraisals bi-annually
  • Discuss with the staff their competencies and gaps based on the competency framework to identify areas for improvement and identify



Business-as-Usual:

  • Prepares, consolidates, and submits accomplishments reports and updates all required trackers
  • Provides regular updates to Business Development Head
  • Identify and participates in trainings and/or learning sessions to team members for personal and professional growth


Key job requirements include:

  • Completion of a Master's orBachelor's Degree, preferably in Social Work, Community Development, Education/ Professional Education and Training or organizational development courses
  • At least 4 years of professional expertise backed up by substantial experience in Learning and Development and/or Community Organizing
  • Strong instructional design, coaching, facilitation and training skills with evidence of effective application across financial inclusion contexts and culture
  • Expertise in specific areas of Learning & Development practice, in particular utilizing a competency based approach to member skill building. (eg must demonstrate personal expertise in several of the following: learning strategy, needs analysis, programme design, curriculum design, instructional design, learning evaluation, e-learning, facilitation, competency design, competency assessment).
  • At least an advanced proficiency in Microsoft Office applications
  • Should be willing to report to the Main Office in Cebu City as required
