Monroe Consulting Group, an Executive Recruitment firm, is partnering with an organisation in the Professional Services sector to hire a Social Services Specialist. This permanent, full-time opportunity is based in Kuala Lumpur, Malaysia, with regular domestic travel and occasional cross-border coordination.
Position Overview
The role provides technical leadership and coordination for survivor aftercare and restoration work, with a strong focus on Trauma Informed Care.
It plays a critical role in strengthening survivor-centred practices, partnerships, and system-level collaboration to deliver ethical and restorative outcomes.
Key Responsibilities
Trauma Informed Care Leadership:
- Lead and support the implementation of Trauma Informed Care (TIC) across programs and survivor facing work, ensuring TIC principles are consistently embedded in practice, decision making, and engagement.
- Serve as the focal point and subject matter expert on Trauma Informed Care, ensuring survivor engagement and services align with global TIC standards and ethical practice.
- Provide guidance, coaching, and technical input to staff-including casework associates-on survivor centred interviewing, engagement, referral, and care planning.
- Support quality assurance of survivor care practices, including case reviews and reflective learning on survivor experience.
Survivor Aftercare, Referrals & Continuity of Care:
- Coordinate and monitor survivor aftercare and restoration pathways, including crisis care, psychosocial support, medical care, shelter, and repatriation or reintegration support, in partnership with relevant stakeholders.
- Strengthen continuity of care for survivors through collaboration with partners in survivors' home countries and relevant in-country or international offices, as appropriate.
- Work in close coordination with the Casework Associate to support survivor interviews, referrals, and follow up care needs.
- Where appropriate and in line with organisational protocols, provide direct survivor support services when required to ensure survivor safety, dignity, and continuity of care.
Partnerships, Capacity Building & System Strengthening:
- Identify, build, and sustain strategic partnerships with government agencies, NGOs, community actors, and international partners to improve survivor aftercare and restoration services.
- Assess gaps and opportunities within Malaysia's aftercare and reintegration landscape and support development or adaptation of services in collaboration with partners.
- Design and deliver training, guidance, and capacity building initiatives for stakeholders on TIC, survivor care, and ethical engagement.
Strategy, Learning & Program Development:
- Contribute technical expertise to program strategy, proposals, and learning related to survivor services and aftercare.
- Analyze data, case experiences, and stakeholder feedback to recommend improvements to survivor care approaches and coordination mechanisms.
- Support alignment with Global Survivor and/or Social/Aftercare Services Policy and relevant donor or program requirements.
Documentation, Reporting & Data Use:
- Ensure appropriate documentation and tracking of survivor care activities, referrals, and outcomes in line with organisational standards and confidentiality requirements.
- Contribute to internal reporting, reviews, and learning processes related to survivor services, TIC application, and restoration outcomes.
Supervisory:
- Direct reporting line: Law Enforcement Development Manager, Malaysia.
- Overall supervision and accountability: Country Director, Malaysia.
- Works in close coordination with Casework Associates, Survivor Leadership Specialist, Investigations & Law Enforcement Development staff, and relevant regional or global Social Services and Survivor Services advisors, as applicable.
Authority:
- Authority to provide technical guidance and recommendations on TIC and survivor care practices.
- Authority to coordinate survivor referrals and aftercare pathways with approved partners.
- No direct budget or staffing decision authority.
Key Requirements
Qualifications & Experience
- Bachelor's degree in social work, psychology, counselling, or a related field; Master's degree preferred.
- Minimum 5-7 years of relevant experience in survivor services, social work, counselling, case management, or victim support.
- Demonstrated expertise in Trauma Informed Care and survivor centred practice, including training or facilitation experience.
- Experience working with survivors of trafficking, exploitation, or violence is strongly preferred.
- Familiarity with cross-border care coordination or migration contexts is an advantage.
