Executive search firm Monroe Consulting Group is recruiting on behalf of a reputable and well-established captive service of a global insurance company. Our reputable client is seeking a strategic leader proven experience in transitioning operations from staff augmentation to managed services. This includes expertise in pricing strategies and models, cost-to-serve analysis and familiarity with SOC and ISO standards

Overview:

  • The Country Manager will lead the Philippines Global Services Operations. This pivotal executive role will oversee the strategic direction, governance, and performance of their captive entity across all facets of the business. The Country Manager will align with global business leaders to drive performance and accountability across administrative functions including HR, Finance, Compliance, (Regulatory and Commercial), and Facilities. The ideal candidate will bring extensive expertise in global services delivery, insurance operations, and compliance frameworks, with a proven track record in leading Staff Augmentation, Managed Services and Shared Services models. Proficiency in pricing strategies for managed services and familiarity with SOC ( System and Organization Controls) and ISO ( International Organization for Standardization) compliance standards are essential.


Key responsibilities include:

Leadership and Strategy
  • Act as the senior- most executive for the Philippines captive operations, driving strategic planning, financial oversight, and organizational excellence.
  • Translate global business objectives into actionable regional strategies, ensuring seamless alignment with corporate priorities.
  • Foster a culture of performance, accountability, innovation, and continuous improvement, inspiring teams to achieve operational excellence.
  • Develop and execute operational strategies that drive service excellence, efficiency, and scalability.
Global Service Delivery
  • Oversee delivery operations supporting internal clients across the U.S., Canada, Europe, Australia, and Bermuda.
  • Implement best practices in process optimization, automation, and risk mitigation.
  • Monitor and report on operational performance, ensuring compliance with internal controls, regulatory requirements, and company policies.
  • Manage diverse engagement models, including:
  • Staff Augmentation : Streamline resource allocation and workforce scalability
  • Managed Services: Lead pricing, solution design, cost modeling, and margin optimization to deliver value-driven outcomes.
  • Shared Services: Enhance operational efficiency through centralized processes.
  • Ensure strict adherence to SLAs, KPIs, and client satisfaction metrics, driving consistent service excellence.

Operational & Functional Oversight

  • Accountability for core corporate functions including:
  • Human Resource and Talent Acquisition: Workforce strategies, recruitment, performance management, retention, and professional development
  • Finance : Manage budgeting, procurement, financial reporting, expense controls, and full P&L accountability
  • Legal & Compliance: Oversee legal matters, ensure regulatory and commercial compliance, and manage data/privacy obligations.
  • Facilities & Administration: Direct infrastructure, workplace management, and business continuity planning.
  • Ensure compliance with local regulations and global corporate policies, maintaining, high standards of governance.

Risk, Regulatory & Commercial Compliance

  • Spearhead engagement with regulatory bodies, ensuring compliance with local labor laws, tax regulations, and industry- specific legislation.
  • Drive enterprise-level adherence to SOC 1 / 2 and ISO 27001 /9001 standards, collaborating closely with InfoSec and Risk teams.
  • Implement robust internal controls to meet legal, operational, and audit requirements.
  • Maintain comprehensive documentation and audit readiness across all functions.

People and Culture

  • Lead diverse workforce of over 1,400 professionals, cultivating an inclusive, high- performance culture.
  • Lead, inspire, and develop a high-performing local leadership team and workforce.
  • Drive a strong people agenda focused on employee engagement, retention, and capability development.
  • Serve as a cultural ambassador, fostering strong connections with global teams and promoting collaboration.

Stakeholder & Executive Engagement

  • Build and maintain strong relationships with internal global stakeholders, ensuring high levels of satisfaction and alignment.
  • Serve as the liaison between local operations and business units around the world
  • Communicate effectively with global executives, regional stakeholders, and corporate partners to align on strategic objectives.
  • Deliver performance updates, compliance reports, and strategic recommendations to senior leadership.
  • Represent the company with external regulatory bodies, industry associations, and third-party partners, enhancing our reputation and influence.


Key qualifications include:

Experience

  • 15 + years of progressive leadership experience, including 7+ years in senior executive roles overseeing global operations or captive centers.
  • Proven track record leading large-scale, multifunctional teams.
  • Extensive experience in the insurance industry, preferable in P&C or financial services with deep knowledge of operational frameworks.
  • Expertise in Managed Services, including pricing models, cost-to-serve analysis, and contractual structuring.
  • Demonstrated success in implementing and maintaining SOC 1 / 2 and ISO 27001 /9001 compliance frameworks.
  • Experience transitioning operations from staff augmentation to managed services, driving efficiency and service excellence.

Education

  • Bachelor's degree in business, Law, Finance, or related field is mandated
  • Master's degree (MBA or equivalent) strongly preferred
