Executive search firm Monroe Consulting Group Philippines is recruiting on behalf of a multinational medical devices company with strong presence in manufacturing. Our respected client is seeking for an HR Director who will lead the full spectrum of human resources strategy and operations for the organization and partner with executive leadership to build a high-performance culture, attract and retain top scientific and commercial talent, and support organizational growth. The office is in Makati City, Metro Manila, Philippines with hybrid work arrangement (x4/week onsite).

Tasks and Responsibilities:

Strategic HR Leadership

  • Develop and implement HR strategies aligned with corporate goals.
  • Serve as a strategic advisor to executive leadership.
  • Lead workforce planning to support R&D, manufacturing, quality, regulatory, and commercial functions.
  • Drive organizational development and change management initiatives.


Talent Acquisition & Workforce Planning

  • Oversee recruitment strategies for specialized roles (e.g., scientists, regulatory affairs, QA/QC, clinical operations).
  • Build employer branding initiatives within the pharmaceutical sector.
  • Develop succession planning and leadership pipeline programs.
  • Manage relationships with external recruiters and academic institutions.


Regulatory Compliance & Governance

  • Ensure HR policies comply with labor laws and pharmaceutical industry regulations.
  • Maintain HR compliance aligned with relevant regulatory authorities.
  • Support compliance training and documentation.
  • Oversee internal audits related to HR processes.

Compensation & Benefits

  • Design competitive compensation structures aligned with pharma industry benchmarks.
  • Administer incentive programs (sales incentives, R&D bonuses, long-term incentives).
  • Manage benefits programs, including health insurance, retirement plans, and wellness initiatives.
  • Conduct annual salary reviews and market analysis.


Employee Relations & Performance Management

  • Establish performance management systems tailored to scientific and commercial teams.
  • Address employee relations issues, investigations, and conflict resolution.
  • Promote diversity, equity, and inclusion initiatives.
  • Foster a culture of accountability, ethics, and compliance.


Learning & Development

  • Develop training programs for compliance, leadership, and technical skill development.
  • Oversee onboarding programs for GMP-regulated environments.
  • Partner with department heads to identify skill gaps.
  • Support career progression planning for high-potential employees.


HR Operations & Systems

  • Oversee HRIS systems and data analytics.
  • Manage HR budget and reporting.
  • Ensure proper documentation and recordkeeping.


Job Requirements:

  • 20+ years of relevant corporate experience.
  • Bachelor's degree in Psychology, Human Resources or any related field
  • Experience within pharmaceutical, biotech, or life sciences industries strongly preferred.
  • Strong knowledge of labor law and regulatory compliance requirements.
