Our respected client specializes in delivering secure and customer-centric application support services across multiple regions. They are seeking a highly experienced and strategic Program Director to lead their operations and drive service excellence as part of their continued growth in Thailand.

The Program Director will play a pivotal role in driving the successful delivery of a high-impact public service initiative by leading cross-functional teams and coordinating with government stakeholders to enhance citizen access to essential services. This role involves overseeing the entire program lifecycle, establishing governance frameworks, and ensuring alignment across technical, procurement, and operational workstreams. The successful candidate will partner closely with internal teams, external vendors, and Thai government agencies to translate policy priorities into effective service delivery solutions. This position also requires building and maintaining trusted, long-term relationships with public-sector partners, ensuring the program's alignment with national priorities and contributing to the advancement of Thailand's digital government services.


Job Responsibilities

  • LOversee the full program lifecycle, from planning and execution to monitoring and final handover.

  • Establish and manage the program governance framework, including timelines, quality benchmarks, KPIs, and risk mitigation strategies.

  • Coordinate all project workstreams (technical, procurement, operational, service delivery), ensuring alignment and collaboration.

  • Serve as the primary interface with Thai government agencies, ministries, and public institutions.

  • Attend and contribute to strategic meetings, briefings, and official presentations on behalf of the program.

  • Ensure all solutions reflect national priorities, policy mandates, and citizen service standards.

  • Work with technical teams to ensure biometric, security, and process technologies meet operational needs.

  • Convert government and citizen requirements into actionable operational and technical specifications.

  • Create a collaborative and accountable environment among internal departments and external partners.

  • Promote continuous improvement and knowledge sharing to achieve high standards of service delivery.

Job Requirements

  • Program/project leadership preferably in government-related initiatives or PPPs

  • Strong hands-on experience in working with Thai government agencies with a clear understanding of Thai public procurement regulations and compliance.

  • Fluency in Thai and English with excellent communication, presentation, and negotiation skills.

  • Deep knowledge of program governance, KPI setting, risk mitigation, and cross-functional team coordination.

  • Program management certification such as PMP or PRINCE2 is a plus.

  • Ability to work with technical teams and understand government digital solutions, including biometric capture, data security, and service delivery systems.

  • Proven track record in leading diverse internal and external teams towards mission-driven public service outcomes.
