Project Manager

Executive recruitment company Monroe Consulting Group is recruiting on behalf of an organization who is the global market leader in high-precision cleaning for the electronics and semiconductor industries. T. Our respected client is seeking for a highly motivated and professional individual for the role Sales Executive (Flooring) as part of their expansion in the building material industry.

Job summary:
As part of our strategic expansion, we are initiating the development of a new office and production facility on greenfield land in Bertam, Penang. We are looking for a capable and experienced Project Manager to lead this initiative from concept to completion.

Key Responsibilities:

  • Project Leadership & Execution
    • Lead and manage the planning, design, and construction of the new office and plant facility on a greenfield site.
    • Develop and manage project scope, budget, schedule, and deliverables to ensure on-time and within-budget execution and delivery.
  • Stakeholder & Authority Engagement
    • Collaborate with internal stakeholders (Operations, Finance, Application Technology, R&D, EHS, Sales) to understand facility requirements and business priorities.
    • Liaise with architects, consultants, contractors, utility providers, and local authorities and any other external parties and service providers to ensure regulatory compliance and timely project approvals.
  • Investment Incentives & Government Liaison
    • Engage with relevant Malaysian government bodies (e.g., MIDA, MITI, local councils) to understand investment incentives, tax breaks, or grants available for reinvestments and capital development.
    • Prepare and submit necessary documentation to support applications for incentives, and coordinate responses to follow-up queries or compliance requirements.
  • Financial & Contract Management
    • Develop, track, and control the project budget, including cost forecasting and reporting.
    • Manage procurement processes, contractor negotiations, and performance to ensure quality and cost control.
  • Risk & Compliance
    • Identify project risks and develop mitigation plans.
    • Ensure full compliance with environmental, health & safety, and building regulations.
  • Communication & Reporting
    • Provide regular progress updates to the General Manager and project steering committee.
    • Maintain clear communication across internal teams and external partners to ensure smooth project execution.

Qualifications:

  • Bachelor's degree in Engineering, Architecture, Construction Management, or related fields.
  • Minimum 10 years of experience managing large-scale commercial or industrial construction projects in the manufacturing sector, preferably for greenfield sites.
  • Demonstrated experience dealing with Malaysian investment authorities (e.g., MIDA & MITI), and any other relevant government agencies, and navigating government incentive programs is a strong advantage.
  • Strong knowledge of local building codes, permit processes, and regulatory frameworks.
  • Excellent leadership, organizational, and stakeholder management skills.
  • PMP or equivalent certification is a plus.
