Country HR Manager (Retail)


Executive recruitment company Monroe Consulting Group Indonesia is recruiting on behalf of a leading multinational company. Our client is currently seeking a high-impact Country HR Manager to lead and drive the full spectrum of human resources functions at the country level.

Key Responsibilities:

  • Manage end-to-end HR operations, covering the full employee lifecycle from onboarding to offboarding.
  • Act as the primary HR leader at the country level, with ownership of local HR policies, procedures, and execution.
  • Drive HR process improvements and transformation initiatives, including system optimization and governance enhancement.
  • Partner closely with country leadership to support business objectives through effective people strategies.
  • Manage employee relations, performance management, talent management, succession planning, and organizational development.
  • Ensure compliance with local labor laws and internal HR policies.
  • Collaborate with regional HR teams for guidance and alignment, while adapting policies to meet local business and regulatory needs.
  • Lead and develop the local HR team in a hands-on environment without shared services.

Job Requirements:

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field; Master's degree is an advantage.
  • Minimum 10-15 years of progressive HR experience, with strong exposure to end-to-end HR management.
  • Proven experience in a Country HR Manager / Head of HR / Senior HRBP role within a multinational organization.
  • Strong understanding of Indonesian labor law and HR best practices.
  • Experience working in environments without shared services, with high local ownership of HR operations.
  • Demonstrated capability in HR transformation, process improvement, and system implementation or enhancement.
  • Strong stakeholder management skills, with the ability to influence senior leaders and business heads.
  • Excellent leadership, communication, and interpersonal skills.
  • Fluent in Bahasa Indonesia and English, both written and spoken.
  • Resilient, hands-on, and comfortable operating in a dynamic and evolving HR environment.
