Country Manager

Executive search firm Monroe Consulting Group is recruiting on behalf of a reputable and well-established captive service that seeks a seasoned and dynamic Country Manager to lead their operations and administrative support functions in the Philippines. This senior leadership role is accountable for overseeing the HR, Finance, Compliance & Legal, and Facilities, while also serving as the core driver of service delivery excellence, particularly in Staff Augmentation and Managed Services.

Overview:

  • The Country Manager will be a key member of the Philippines leadership team. This individual will oversee and drive strategic direction, day-to-day management, and operational effectiveness of critical administrative support functions. Ensures alignment with global strategies and delivering high-quality, cost-effective service delivery to internal stakeholders. The role requires a dynamic leader with strong operational discipline, people leadership skills, and the ability to foster collaboration across teams to meet business goals.
  • The ideal candidate will bring strong operational acumen, leadership capability, and a deep understanding of shared services and professional outsourcing. This role ensures strategic alignment with global objectives while championing operational efficiency, client satisfaction, and governance compliance.


Key responsibilities include:

Strategic Leadership

  • Serve as the most senior leader of the captive operations in the Philippines, and local executive sponsor representing the company to internal stakeholders, clients, vendors, and regulators
  • Collaborate with US leadership to set strategic direction and executive roadmap for local operations
  • Identify and drive value-add initiatives to enhance service delivery, efficiency, and innovation
  • Provide direction, coaching and performance management to direct reports
Operations Management
  • Oversee the delivery and optimization of the administrative/support operations to ensure alignment with business goals
  • Monitor and enhance operational performance, risk mitigation, and process efficiency across all service units
  • Ensure compliance with local labor, legal, and regulatory requirements in partnership with Corporate Compliance and Legal
Service Delivery (Staff Augmentation and Managed Services)
  • Lead and grow the staff augmentation portfolio
  • Identify growth opportunities and innovate delivery models to enhance client satisfaction and service value.
  • Lead the design and implementation of a managed service delivery model across IT and Non-IT functions, ensuring scalability, efficiency, and alignment with global business goals.
Financial Management
  • Manage the local P&L, budgeting, and cost optimization strategies.
  • Ensure financial reporting integrity and cost discipline
Governance & Risk Management
  • Ensure adherence to local laws, corporate policies, data privacy regulations, and industry standards.
  • Oversee business continuity planning & crisis management.

Key qualifications include:
  • Minimum of 20 years of professional experience with at least 10 -15 years of progressive senior leadership roles in technical operations management in a BPO, shared service, or captive service environments. Experience in the insurance or financial services industry is highly preferred.
  • Prior leadership experience managing multi-functional teams at scale (preferably supporting 1,000+ employees).
  • Prior experience working with US-based companies or leadership preferred.
  • Demonstrated success in managing multi-functional support teams (Service Delivery, HR, Finance, Compliance, facilities) within a captive or shared services environment.
  • Proven regional or global exposure, with excellent stakeholder engagement skills and the ability to align with international standards and cross-border teams.
  • Extensive experience in staff augmentation and managed services delivery, with a solid understanding of service governance, SLAs, and continuous improvement methodologies
  • Strong understanding of Philippine labor laws, compliance regulations, and HR best practices.
  • Proven ability to work in a matrixed, global corporate environment.
