Monroe Consulting Group, an Executive Recruitment firm, is partnering with an organisation in the Industrial sector to hire a Project Manager. This opportunity is based in Bertam, Penang, Malaysia.
Position Overview
This role leads the end-to-end delivery of a new office and production facility on a greenfield site.
It plays a critical role in enabling the organisation's strategic expansion through effective project execution, stakeholder coordination, and regulatory compliance.
Key Responsibilities
Project Leadership & Execution
- Lead and manage the planning, design, and construction of the new office and plant facility on a greenfield site.
- Develop and manage project scope, budget, schedule, and deliverables to ensure on-time and within-budget execution and delivery.
Stakeholder & Authority Engagement
- Collaborate with internal stakeholders (Operations, Finance, Application Technology, R&D, EHS, Sales) to understand facility requirements and business priorities.
- Liaise with architects, consultants, contractors, utility providers, local authorities, and other external parties and service providers to ensure regulatory compliance and timely project approvals.
Investment Incentives & Government Liaison
- Engage with relevant Malaysian government bodies (e.g., MIDA, MITI, local councils) to understand investment incentives, tax breaks, or grants available for reinvestments and capital development.
- Prepare and submit necessary documentation to support applications for incentives, and coordinate responses to follow-up queries or compliance requirements.
Financial & Contract Management
- Develop, track, and control the project budget, including cost forecasting and reporting.
- Manage procurement processes, contractor negotiations, and performance to ensure quality and cost control.
Risk & Compliance
- Identify project risks and develop mitigation plans.
- Ensure full compliance with environmental, health & safety, and building regulations.
Communication & Reporting
- Provide regular progress updates to the General Manager and project steering committee.
- Maintain clear communication across internal teams and external partners to ensure smooth project execution.
Key Requirements
Qualifications & Experience
- Bachelor's degree in Engineering, Architecture, Construction Management, or related fields.
- Minimum 10 years of experience managing large-scale commercial or industrial construction projects in the manufacturing sector, preferably for greenfield sites.
- Demonstrated experience dealing with Malaysian investment authorities (e.g., MIDA, MITI) and navigating government incentive programmes is a strong advantage.
- PMP or equivalent certification is an advantage.
Technical / Functional Expertise
- Strong knowledge of local building codes, permit processes, and regulatory frameworks.
- Proven capability in project budgeting, cost control, procurement, and contract management.
- Experience managing cross-functional stakeholders and external consultants across complex construction projects.

- Strong communication and reporting capability at senior management level.
