Monroe Consulting Group Indonesia, a leading executive recruitment firm, is assisting a well-established and impactful non-governmental organization (NGO) in their search for a strategic and mission-driven Head of Program. Our client is focused on community development, education, health, and/or environmental sustainability across Indonesia. The Head of Program will be responsible for leading the design, implementation, monitoring, and evaluation of all programmatic activities in alignment with the organization's vision and goals.
Job Summary
The Head of Program will oversee the full lifecycle of program development, from planning to execution, ensuring quality delivery, strong impact measurement, and alignment with donor expectations and community needs. This leadership role requires deep programmatic knowledge, operational excellence, team management, and strategic thinking. The position will report directly to the Country Director or Executive Director and manage a team of program managers and field coordinators.
Key Responsibilities:
Program Strategy & Development
- Lead the design and development of high-impact programs aligned with the organization's mission and strategic priorities.
- Conduct needs assessments, community engagement, and data analysis to inform programming.
- Identify opportunities for innovation and scaling successful interventions.
Program Implementation
- Oversee the implementation of all program activities, ensuring effectiveness, timeliness, and compliance with internal and donor requirements.
- Manage cross-functional coordination between field teams, operations, and technical advisors.
- Ensure gender equity, inclusiveness, and sustainability principles are integrated across all programs.
Monitoring, Evaluation & Learning (MEL)
- Lead the development of monitoring and evaluation frameworks to track outcomes and impact.
- Promote a culture of learning and adaptive management, using data for continuous improvement.
- Prepare and present program reports to internal leadership, donors, and partners.
Partnerships & Stakeholder Engagement
- Build and maintain strong relationships with donors, local government, NGOs, and community leaders.
- Represent the organization in relevant forums, working groups, and strategic meetings.
Team Leadership & Capacity Building
- Lead, mentor, and support a diverse program team to ensure high performance and development.
- Foster a collaborative, inclusive, and impact-oriented team culture.
Budgeting & Compliance
- Work with finance and grants teams to develop program budgets and ensure responsible financial management.
- Ensure compliance with donor guidelines, contracts, and local regulations.
Requirements:
- Master's or Bachelor's degree in Development Studies, Social Sciences, Public Policy, or a related field.
- Minimum of 8-10 years of relevant experience in program management within an NGO, INGO, or development organization, with at least 3 years in a senior leadership role.
- Proven success in designing, managing, and evaluating multi-sectoral programs.
- Strong knowledge of community-based programming, donor-funded projects, and development best practices in Indonesia.
- Exceptional leadership, strategic planning, and team management skills.
- Strong written and verbal communication skills in Bahasa Indonesia and English.
- Willingness to travel regularly to field locations.
