utilities, and investment company in the Philippines. Our respected client is seeking Head of Traffic Operations will lead and oversee all aspects of traffic management for the expressway. The job is based in Metro, Manila.
Job Summary:
- The Head of Traffic Operations will lead and oversee all aspects of traffic management for the expressway. Thisincludes ensuring safe, efficient, and smooth traffic flow, responding to incidents, and maintaining high service levels for motorists. The role requires strong leadership, extensive experience in traffic engineering and enforcement, and the ability to coordinate with government agencies and private sector partners. The successful candidate must demonstrate strong people management skills and a high level of professionalism and customer service.
Key job responsibilities include:
- Lead the Traffic Operations Division, overseeing a team of at least 500 personnel across multiple locations.
- Develop and implement traffic management plans, incident response strategies, and patrol operations.
- Monitor traffic conditions using real-time systems and adjust strategies to manage congestion, incidents, and emergencies.
- Oversee traffic engineering projects to improve road safety and optimize expressway capacity.
- Serve as the primary liaison with traffic-related government agencies (e.g., MMDA, PNP-HPG, DPWH, LGUs) and private organizations for permits, joint operations, and regulatory compliance.
- Ensure strict implementation of traffic laws, internal protocols, and expressway rules.
- Drive continuous improvement initiatives in patrol deployment, equipment usage, and digital traffic solutions.
- Manage and coach field teams to ensure high-performance standards, discipline, and customer responsiveness.
- Develop KPIs and submit regular reports on traffic flow, incident handling, and operational efficiency. Represent the company in stakeholder meetings, emergency response coordination, and traffic-related media engagements, as needed.
Job Requirements:
- * Bachelor's degree in Civil Engineering, Transportation Engineering, Criminology, Public Safety, or related fields; advanced degrees or certifications in traffic management or engineering is a plus
- At least 10 years of progressive experience in traffic operations or traffic law enforcement, with 5 years in a leadership or senior management role
- Proven ability to manage large teams (500+ personnel), ideally in a highway, expressway, or public safety setting
- Strong knowledge of traffic engineering principles and traffic control systems
- Experience in dealing with government agencies, law enforcement units, and regulatory bodies.
- Background in traffic laws and enforcement procedures
- Excellent leadership, interpersonal, and communication skills
- Strong crisis management and decision-making skills under pressure
- Customer-focused mindset with a proactive approach to service excellence
