Job summary: As part of our strategic expansion, we are initiating the development of a new office and production facility on greenfield land in Bertam, Penang. We are looking for a capable and experienced Project Manager to lead this initiative from concept to completion. Key Responsibilities: Project Leadership & Execution Lead and manage the planning, design, and construction of the new office and plant facility on a greenfield site. Develop and manage project scope, budget, schedule, and deliverables to ensure on-time and within-budget execution and delivery. Stakeholder & Authority Engagement Collaborate with internal stakeholders (Operations, Finance, Application Technology, R&D, EHS, Sales) to understand facility requirements and business priorities. Liaise with architects, consultants, contractors, utility providers, and local authorities and any other external parties and service providers to ensure regulatory compliance and timely project approvals. Investment Incentives & Government Liaison Engage with relevant Malaysian government bodies (e.g., MIDA, MITI, local councils) to understand investment incentives, tax breaks, or grants available for reinvestments and capital development. Prepare and submit necessary documentation to support applications for incentives, and coordinate responses to follow-up queries or compliance requirements. Financial & Contract Management Develop, track, and control the project budget, including cost forecasting and reporting. Manage procurement processes, contractor negotiations, and performance to ensure quality and cost control. Risk & Compliance Identify project risks and develop mitigation plans. Ensure full compliance with environmental, health & safety, and building regulations. Communication & Reporting Provide regular progress updates to the General Manager and project steering committee. Maintain clear communication across internal teams and external partners to ensure smooth project execution. Qualifications: Bachelor's degree in Engineering, Architecture, Construction Management, or related fields. Minimum 10 years of experience managing large-scale commercial or industrial construction projects in the manufacturing sector, preferably for greenfield sites. Demonstrated experience dealing with Malaysian investment authorities (e.g., MIDA & MITI), and any other relevant government agencies, and navigating government incentive programs is a strong advantage. Strong knowledge of local building codes, permit processes, and regulatory frameworks. Excellent leadership, organizational, and stakeholder management skills. PMP or equivalent certification is a plus.
